Yes! You can message anyone in the US Territories. However, you cannot filter/search for users in Puerto Rico or other territories.
Tip: Try searching for a nearby US/Canadian city (i.e. Miami) and then manually drag the pin to your desired territory (i.e. Puerto Rico)
